Welcome note from
Our Executive Director.
Dear fellow citizens, partners, and changemakers,
Welcome to the State Accountability Scorecard Index (SASI). One of the key projects of the Balanced Stewardship Development Association (BALSDA)
For decades, conversations around governance in Nigeria have focused heavily on the federal government in Abuja. Yet, the decisions that impact our daily lives most directly, the quality of our local primary healthcare centers, the condition of our community schools, and the management of regional debts, happen right in our neighborhoods.

Every year, billions of Naira are allocated across our 36 states and 774 local government areas, accompanied by bold political promises. But as citizens, we are constantly left asking a fundamental question: Where did our money go? While recent reforms have forced state governments to publish quarterly fiscal reports online, true transparency cannot exist when data is hidden behind complex, highly technical 500-page accounting documents. Opaque data is just another form of secrecy. It keeps citizens in the dark and shields underperformance from public scrutiny. Worse still, development at the very grassroots remains paralyzed because state governments routinely choke the financial life out of our local councils. Through the manipulation of State-Joint Local Government Accounts (SJA), billions of Naira allocated from the federation account meant for rural communities are systematically withheld or diverted by state executives. This financial hijack leaves our local government chairmen powerless to fix rural roads, clear local drainages, or maintain basic community amenities.
SASI was born out of a simple, urgent necessity: to democratize public data, expose these institutional bottlenecks, and bridge the gap between paper budgets and reality. We do not just analyze numbers; we verify them on the ground. By equipping a verified network of grassroots community reporters with geo-tagged, mobile tracking technology, we match government spending claims with physical execution. We track not only state ministries but also the flow of funds to local government councils. If a project is marked as “funded” but remains an empty field, or if local government funds disappear into a state-controlled black box, our system exposes it.
By converting these complex data streams into simple, color-coded letter grades and ranking states side-by-side, we are fostering healthy public competition and handing you the empirical tools needed to demand absolute accountability. We believe that public data belongs to the public, and governance is not a spectator sport. Whether you are a taxpayer looking to track your state’s progress, a journalist seeking verified datasets, or a citizen ready to step up as a field monitor, there is a place for you here. Thank you for visiting, for your vigilance, and for standing with us to build a more transparent, performance-driven Nigeria.
In solidarity,
Executive Director, (BALSDA)
Our Impact
⁕ 01 / Why we exist
Our future depends
on our voice.
The time to act is now, let’s ask our governors and our various local government leadership the right questions.
Because every year, millions of Naira are budgeted for public infrastructure, healthcare and education. Yet the public often cannot see the link between money allocated on paper and projects delivered on the ground.
BALSDA brings governance closer to the people it serves by connecting public financial data, community evidence and the right for citizens to demand for accountability.
